STEVEN A. ESTRINE, PhD
President and Chief Executive Officer

Steve Estrine is the founder and president of SAE & Associates. He is the editor of Service Delivery for Vulnerable Populations: New Directions in Behavioral Health, published in 2011 by Springer publications. Dr. Estrine has over 35 years of experience as a high-level administrator, strategic planner, and mental health and substance abuse program developer for the most vulnerable, at-risk populations across the life span. He has held positions as Director of Adult Psychiatric Services of the New York State Office of Mental Health, Director of Public Sector Psychiatry at New York Presbyterian Hospital, and Director of Program Development at North Shore-Long Island Jewish Health Systems. His guidance has yielded millions for grant-funded programs serving the needs of those who are homeless, coming out of prison, and/or impacted by co-occurring mental illness and substance abuse, including veterans. His innovative approaches to increasing health literacy and improving health integration and access for vulnerable populations has been an asset to over 40 human services organizations since 2007.

SUSAN LIEBOLD
Chief Operating Officer

Susan Liebold has over fourteen years experience in project management for the nonprofit and private sectors. Her experience includes ensuring project fidelity and adherence to government donor regulations through program monitoring and fiscal oversight, grants management, operations management, and small business management consulting. She also served as the President of a volunteer agency for two years, and on the Board of an art organization. Ms. Liebold was a Peace Corps volunteer in Mali, West Africa, and is a professional photographer whose work has been exhibited internationally.

HEIDI ARTHUR, LMSW
Vice President

Heidi Arthur is a clinician, program developer and grant writer with nearly 20 years of experience in project design, implementation, and administration. Ms. Arthur is co-editor and writer of the book, Service Delivery for Vulnerable Populations: New Directions in Behavioral Health, published in 2011 by Springer publications. She has previously held grants management positions for the New York City Department of Health, the New York State Office of Mental Health, and various community-based human service providers. As a member of the SAE team since 2004, she helped providers develop a broad range of child, youth, and family programs addressing trauma treatment, health integration, after-school services, school-based mental health, early intervention, universal pre-kindergarten, housing for families, LGBT youth, and for youth aging out of foster care, HIV prevention, and substance abuse treatment. Her projects for adult populations served those with developmental disabilities, homeless adults and families, those coming out of prison, Veterans, and those with co-occurring mental health and substance use disorders plus chronic health conditions. In her last two years of individual grant writing, her work yielded $25 million in government grant awards from SAMHSA, DOJ, DOL, and state agencies.

FRANK GUIDA, PhD 
Consultant, Evaluator

Frank Guida is a psychologist, trained at the University of Chicago. Through his role as evaluation director for SAE and Associates he currently oversees six Substance Abuse and Mental Health Services Administration (SAMHSA)-funded grants. For many years he was a psychologist at the University of Medicine and Dentistry of New Jersey-Community Mental Health Center, where in addition to practicing psychotherapy, he conducted epidemiological studies of pathological gambling and was on the staff of the Research Diagnostic Project funded by NIDA and the National Institute on Alcohol Abuse and Alcoholism.

JUDITH ESTRINE
Director of Publications

Judith Estrine is an author and editor with over twenty years experience in publishing. Before becoming Director of Publications at SAE & Associates she was executive editor and director of publications at the International Longevity Center, where she worked with Pulitzer prizewinning author Robert N. Butler. She also worked as acquisitions editor at Book-of-the-Month Club’s Quality Paperback Book Club (QPB). In addition to Raised by the Church, Judith is the co-author with her husband, Steve Estrine, of Midlife: A Manual.
